 मध्ययुगात वसाहतवादाची सुरुवात झाली तेव्हा पोर्तुगीज सर्वप्रथम भारताच्या किनाऱ्यावर आले.

त्यानंतर आलेल्या डच, इंग्रज आणि फ्रेंच लोकांनी पण भारतात ठिकठिकाणी प्रदेश जिंकले. मात्र या देशांनी इथली आपली चंबुगबाळे एकापाठोपाठ उचलली.
सर्वात आधी आलेल्या पोर्तुगीजांनी सर्वात शेवटी म्हणजे साडेचारशे वर्षांनंतर १९६१ साली येथून आपला गाशा गुंडाळला.
भारतीय उपखंडाच्या अगदी चिमुकल्या का होईना आणि एकमेकांपासून काही शेकडे कोस दूर असलेल्या या चार प्रदेशांवर तब्बल साडेचारशे वर्षे पोर्तुगीजांनी आपली सत्ता गाजवली.
पोर्तुगीज दर्यावर्दी वास्को दा गामा आफ्रिकेच्या केप ऑफ गुड होपला वळसा घालून भारताच्या दक्षिण किनाऱ्यावर. कालिकत येथे १४९८ ला पोहोचला.
त्यानंतर युरोपमधील अनेक राष्ट्रांतील साहसी दर्यावर्दी आणि व्यापारी कंपन्यांची गलबते भारताच्या पश्चिम, दक्षिण आणि पूर्व किनाऱ्यांवर लागली.
त्यापैकी प्रत्येक राष्ट्राने भारताच्या भूमीवर आपली सत्ता स्थापण्याचे प्रयत्न केले.
पोर्तुगीजांनंतर आलेल्या डच आणि फ्रेंच लोकांनी येथील काही प्रदेशांवर सत्ता गाजवली, ब्रिटिशांनी तर संपूर्ण उपखंडावर दिडशे वर्षे राज्य केले.
विशेष म्हणजे पोर्तुगालच्या राजकन्या कॅथरीन हिच्याशी लग्न करणाऱ्या इंग्लंडचा राजा चार्ल्स दुसरा याला वरपित्याने आपल्या ताब्यात असलेल्या सात बेटांचे मुंबई या लग्नात चक्क आंदण - हुंडा - म्हणून १६६१ साली दिले होते.
त्यावेळी मुंबई बेटाबरोबरच शेजारच्या वसईत पोर्तुगीजांची सत्ता होती.
ब्रिटिशांनी दिडशे वर्षे येथे राज्य केल्याचे परिणाम तर आपल्याला माहित आहे.
पोर्तुगीजांनी गोव्यावर साडेचारशे वर्षे राज्य केले, त्याचे परिणामसुद्धा बऱ्यापैकी संबंधितांना आणि अभ्यासकांना माहित आहे.
मी स्वतः माझा उमेदीचा काळ - शिक्षण आणि पत्रकारितेतील सुरुवातीची नोकरी - गोव्यात घालवल्यामुळे मलाही पोर्तुगीज राजवटीचा गोव्यावर असलेला भलाबुरा प्रभाव माहित आहे.
माझ्या बारावीच्या परीक्षेचे प्रमाणपत्र गोवा, दमण आणि दीव शिक्षण मंडळाचे आहे !
गोव्याबरोबरच पोर्तुगीजांनी गोव्यापासून कितीतरी दूर असलेल्या गुजरातच्या दोन भिन्न टोकांवर किनाऱ्यापाशी असलेल्या दमण, दीव आणि दादरा, नगर हवेली येथेसुद्धा तब्बल साडेचारशे वर्षे राज्य केले.
स्वतंत्र गोवा राज्याची १९८६ साली स्थापना झाल्यावर दीव आणि दमण केंद्रशासित प्रदेश बनला.
अलिकडेच त्यामध्ये दादरा आणि नगर हवेलीचा या केंद्रशासित प्रदेशात समावेश करण्यात आला.
गोवा, दमण आणि दीव भारतीय लष्कराच्या कारवाईनंतर १९ डिसेंबर १९६१ ला भारतीय संघराज्यात सामिल झाला.
त्याआधीच - चारपाच वर्ष आधी - पोर्तुगिजांच्या ताब्यात असलेले दादरा आणि नगर हवेली कुठलाही गाजावाजा न होता भारतात सामिल झाले होते.
पत्रकारिता करताना पुण्यात मी रुजू झाल्यानंतर गोव्यातले माझे वास्तव्य संपले. संपर्क, नातेसंबंध आणि ऋणानुबंध अर्थात आजही कायम आहेत.
अलीकडच्या काळात पोर्तुगीजांची जुनी वसाहत असलेल्या दमण, दादरा आणि नगर हवेली येथे माझे काही काळ वास्तव्य असते.
समुद्रकिनारीच असलेले दीव येथून खूप दूर आहे, तिकडे जाण्याचे मला काही कारण आणि प्रायोजनसुद्धा नाही.
एकेकाळी गोव्याप्रमाणेच पोर्तुगीजांच्या Estado de India चा एक भाग असलेला हा चिमुकला दमण, दादरा आणि नगर हवेली प्रदेश मला खूप अचंबित करतो.
गोव्यात पोर्तुगीज संस्कृतीच्या खाणाखुणा जागोजागी दिसतात.
एक पोर्तुगीज भाषा सोडून.
गोव्यातील माझ्या शालेय आणि कॉलेज जीवनात माझे शिक्षक, सहाध्यायी मुलेमुली आणि बुजुर्ग लोक पोर्तुगीज बोलत.
मी काम करत असलेल्या ` The Navhind Times ' या इंग्रजी दैनिकाचे मालक वसंतराव आणि वैंकुठराव डेम्पो (धेम्पे) यांचे पोर्तुगीज भाषेवर चांगले प्रभुत्व होते.
आता गोव्यात पोर्तुगीज बोलणारे कुणीही आढळणार नाही. गोवामुक्तीनंतर तेथे पोर्तुगीज भाषेचे पूर्ण उच्चाटन करण्यात आले.
शालेय अभ्यासक्रमातील दोन आणि तीन भाषिक धोरणात पोर्तुगीज भाषेचा बळी गेला. असे व्हायला नको होते असे मला आता वाटते.
दमण, दीव, दादरा आणि नगर हवेली या केंद्रशासित प्रदेशाची मुख्य भाषा गुजराती आहे.
पोर्तुगीज सत्तेतून मुक्त झाल्यावर गोवा, दमण आणि दीव या केंद्रशासित प्रदेशात १९६७ च्या जानेवारीत सार्वमत घेण्यात आले.
पंतप्रधान इंदिरा गांधींच्या कारकीर्दीत झालेले भारतातले हे पहिले आणि अखेरचे सार्वमत.
या सार्वमतमध्ये मतदारांना एकच प्रश्न विचारण्यात आला होता.
गोव्यातल्या लोकांसाठी : तुम्हाला गोवा स्वतंत्र हवा की गोव्याचे महाराष्ट्रात विलीनीकरण हवे आहे.
त्याचप्रमाणे दमण आणि दीव इथल्या लोकांसाठी पर्यायी प्रश्न होता. हे दोन तालुके स्वतंत्र हवे की गुजरातमध्ये त्यांचे विलीनीकरण हवे.
या सार्वंमताचा निकाल अगदी निसटता होता.
अगदी थोड्याशा मतांच्या टक्केवारीच्या फरकाने गोवा, दमण आणि दीवचे त्या वेळी महाराष्ट्रात आणि गुजरात मध्ये विलीनीकरण टळले.
नाहीतर गोवा आज महाराष्ट्रात असता आणि दमण आणि दीव गुजरातमध्ये.
दमण, दीव, दादरा आणि नगर हवेली इथे गुजराती मुख्य भाषा असली तरी दमण, दादरा आणि नगर हवेली येथे मराठीभाषिक लोकांचे प्रमाण इथे मोठे आहे.
याचे कारण महाराष्ट्राच्या पालघर जिल्ह्याला लागूनच दमण, दादरा आणि नगर हवेली आहे.
पालघर लोकसभा मतदारसंघाप्रमाणे दादरा आणि नगर हवेली लोकसभा मतदारसंघ अनुसुचित जमातीसाठी राखीव आहे.
गेल्या लोकसभा पोटनिवडणुकीत (२०२१ला ) दमण आणि दादरा नगर हवेली इथे चक्क (अविभक्त )शिवसेनेच्या उमेदवार कलाबेन डेलकर निवडून आल्या होत्या. अर्थात २०२४ साली त्या भाजपच्या तिकीटावर निवडून आल्या आहेत. .
दमण येथील भव्य किल्ला, गोव्याप्रमाणेच जुने बंगले आणि चर्च यांच्या रुपात पोर्तुगीज वारसा येथे आजही शाबूत आहे.
विशेष म्हणजे दमण, दादरा आणि नगर हवेली येथे कॅथोलीक कुटुंबात आजही पोर्तुगीज बोलली जाते !
गोव्याप्रमाणेच दमण, दादरा आणि नगर हवेली येथील कॅथोलिक युवकांनी मोठ्या प्रमाणात पोर्तुगालला आणि युरोपला स्थलांतर केले आहे.
दमण, दीव, दादरा आणि नगर हवेली प्रदेश अनेक बाजूंनी कायमस्वरुपी `ड्राय डे' गुजरातच्या विळख्यात असला तरी गोव्यासारखी इथेसुद्धा मद्य खूप स्वस्त असते.
साहजिकच विकेंड आणि सुट्ट्यांच्या दिवशी गुजरातहून अनेक लोक गाड्यांनी समुद्रकिनारा असलेल्या दमणला येतात आणि इथे अक्षरशः ट्रॅफिक जॅम असतो..
पोर्तुगालची साडेचार शतके वसाहत राहिलेल्या मात्र सर्वार्थाने दुर्लक्षित राहिलेल्या या प्रदेशाविषयी लिहिण्यासारखे खूप आहे.

Christian missionaries, another perspective

At a time when religion has become a tool for political mobilisation, and mainly a means of spreading hatred, former Navhind Times journalist Camil Parkhe has taken on an interesting project. Not an easy one at that.

His 184-page ‘Contribution of Christian Missionaries in India’ (Gujarat Sahitya Prakashan, 2007) does just that. It highlights the profiles of 19 individuals who played a role in this nation. They come from different backgrounds, time periods and denominations of Christianity.

For instance, Pandita Ramabai (Rama Dongre, 1858-1922), the Indian social reformer who converted to Christianity, was a Sanskrit scholar, and worked for child widows. She campaigned for female education, was an early member of the Indian National Congress, taught the blind, and translated the Bible.

Thomas Stephens, SJ, (c.1549–1619) the Jesuit priest has a Konkani institution named after him at Porvorim. Born in the mid-16th century, he wrote the first book to be printed in Marathi. He wrote the first European-crafted or printed Indian grammar (‘Arte de lingoa Canarim’, 1640). His Konkani Cathecism ‘Doutrina Cristam’ was the second printed in any Indian language. His ‘Krista Purana’, a Marathi-Konkani epic poem on the life of Christ in 11,000 stanzas of four verses, was sung up to the 1930s in some areas.

Since these were in the Roman script, Parkhe explains, “therefore, Marathi scholars did not pay any attention to this great literary work” till much later, in the early
20th century.

There are chapters on the Italian Jesuit Robert de Nobili, 1577-1656, (the “father of inculturation in India”). He adopted a lifestyle acceptable to the local people, and tried to set up a Sanskrit-medium seminary of Christian philosophy in 1610.

Fr. Nehemiah Nilakanta Shastri Gore (1825-95), a prominent convert, was considered the “first Marathi missionary”. Satyavan Namdeo Survanshi was a journalist and ‘kirtankar’. He was a bridge builder between Protestants
and Catholics.

Belgian Jesuit Fr. Camille Bulcke, SJ (1909-82), earned a Padma Bhushan award in 1974 for enriching the Hindi language with his research as an indologist. He first published the Angreji-Hindi Koshi (English-Hindi Dictionary) in 1968, with multiple reprints.

Narayan Vaman Tilak (1861-1919) was a poet and missionary. A nationalist too, he was called Phula-Mulanche Kavi (poet of flowers and children). He evolved a new spiritual-cultural movement for the newly-converted Marathi-speaking Christians in Maharashtra.

Mother Teresa, who came to India as a 19-year-old Macedonian-Albanian, needs no elaboration.

Joseph Beschi SJ was a priest and Tamil poet, and also a Jesuit. He knew Tamil, Malayalam, Sanskrit, Telugu, English, French, Portuguese, Italian, Latin, Persian, and Hindi — at least five of these very well. He was an excellent diplomat, and got royal patronage from a local ruler.

Graham Stains is of very recent memory, having been burnt alive while in the service of lepers. Parkhe writes: “Until the brutal burning of the missionary and his two young sons, not many people outside Orissa had heard of Graham Staines or his wife, Gladys. After their killing under the cover of darkness, the whole world came to know about the Staines couple and the service they were rendering.”

Fr. Herman Bacher was a pioneer of rural development. He left his home in the Alps and became Maharashtra’s “pride of the agricultural sector”. He worked out schemes to help the poor — regardless of religion — after Independence. He helped get loans for farmers, dig or repair wells, and provided funds through a cooperative bank. Vocational training, groundwater recharge, and his work in drought-prone areas were what he became known for.

The Barcelona-born priest-historian Henry Heras, SJ, no stranger to Goa, was fascinated with Indian culture and history. For three decades, he researched the history of ancient India, culture, scripts, and sculptures. In 1926, he started the Indian Historical Institute in Bombay with a library of just eight books. Four guns belonging to the Maratha period became the foundation of a museum. His work on Indian Christian art and encouragement to talent like Angelo da Fonseca is well known. Many of his students became reputed historians and
archaeologists.

Baptist missionary Reverend William Carey is known as the father of printing technology in India (outside of the early Portuguese efforts). Valerian Cardinal Gracias was the first Indian Cardinal, and Parkhe credits him as being behind the building of the prestigious St. John’s Medical College in Bengaluru.

1831 Belgaum-born Baba Padmanjee is the first Marathi novelist and a missionary. Manorama Medhavi, the daughter of Pandita Ramabai, a social worker, is also featured. So is the German Jesuit and editor Archbishop Henry Doering, who started a magazine that lasted over a century. Justin Edward Abbot authored 11 books in English and Marathi on the lives and works of medieval Hindu sants of Maharashtra.

An interesting addition is Matthew Lederle SJ, who was conscripted in the Nazi war machine, escaped from a Brit PoW camp, and later became a Jesuit priest in his 20s. He was fascinated by the spiritual works of Sant Dnyandeo and Sant Namdeo. He co-founded Snehasadan Ashram, a centre for inter-religious dialogue in Pune. Fluent in Marathi, he was convinced that “local culture and Christian doctrines and beliefs can be compatible”. He encouraged Indian Christian art; one still hears names like Gemini Roy, Jyoti Sahi, Angelo de Fonseca, Sister Claire, or Sr. Genevieve. His dream was to have at least 100 ashrams run by the Catholic churches in India, which completely blend with the local religion and culture. Lederle became Provincial of the then Goa-Poona Jesuits, headquartered at the time in Panaji but died of a heart attack barely a year later in 1986, while swimming
off Baga.

This book isn’t a recent publication. But given the manner in which religious infighting within India keeps getting stoked, perhaps this point needs to be made. And noticed.

One question that could be raised though is how critical can such a book be. Even more serious a question could be on how does one decide whom to include? Seen one way, Parkhe’s view is from beyond the traditional places associated with Christianity in India. In this case, Maharashtra. Some points and perspectives could be debated though. The claim that Christianity was brought to India by St. Thomas could be just that — a claim. Likewise, accepting how “terrible” the Goa Inquisition was might be another aspect that needs a rethink, considering recent studies on the issue.

“The consistent demonising of Christians, especially the religious personnel commonly and freely referred to as missionaries, may seem to some as unwarranted. Christians in India are a tiny and scattered minority….,”
writes journalist Anosh Malekar in
the book. He argues that the book “is important” not because it talks about religious conflict, or salvation of metaphysics. “It is their disproportionate undertaking… Christians run 25% of India’s voluntary sector. The beneficiaries belong to all castes, creeds, and cults.”

  मोरबी दुर्घटना विकासाचं `गुजरात मॉडेल'

सन 2004 ची ही गोष्ट आहे. पंतप्रधान अटल बिहारी वाजपेयी यांच्या सरकारने आपली आपली मुदत पूर्ण करण्यास काही महिन्यांचाच कालावधी उरला होता. देशात भाजप नेतृत्वाच्या केंद्र सरकारसमोर आव्हान उभे करील अशी आता कुठलीही गंभीर समस्या राहिलेली नाही नव्हती असं चित्र होतं. भाजप नेतृत्वाचे एनडीए सरकार आपली मुदत पूर्ण करत असताना देशात `फिल गुड ' वातावरण आहे हे लाल कृष्ण अडवाणी यांचे त्यावेळचे एक प्रसिद्ध वाक्य.

तेव्हा खरंच तशीच परिस्थिती होती हे मान्य करायलाच हवं. सरकारविरुद्ध कसलाच असंतोष नव्हता, निदान कुठल्याही विरोधी पक्षानं किंवा संघटनेनं याबाबत रान उठवलं नव्हतं.
`शायनिंग इंडिया' असं त्याकाळच्या भारताचं दुसरं एक वर्णन केलं जात होतं.
देशात पुन्हा एकदा सत्तेवर येण्यासाठी सत्ताधारी भारतीय जनता पक्षाला याहून अधिक दुसरी सुवर्णसंधी कुठली होती?
निदान त्या वेळचे या पक्षाचे चाणक्य असलेल्या प्रमोद महाजन आणि लाल कृष्ण अडवाणी यांनीं तरी असा विचार केला होता.
झालं. भारतीय जनता पक्षानं तेराव्या संसदेची मुदत पूर्णतः संपण्याआधी निवडणूक घेण्याचं ठरवलं.
याच दरम्यान राष्ट्रवादी काँग्रेस पक्षाचे नेते शरद पवार यांच्या गंभीर आजाराचं निदान झालं आणि ते निवडणुकीच्या प्रचारकामात भाग घेऊ शकणार नाही हे उघड झालं. त्यामुळं भाजपच्या गोटात तर 'आता आपल्याला मोकळं मैदान मिळणार आहे' याची खात्रीच झाली.
राष्ट्रवादी काँग्रेसच्या छगन भुजबळ, आर आर पाटील वगैरे नेत्यांनी मात्र प्रचाराची खिंड लढवली.
प्रचाराच्या शेवटच्या दिवशी शरद पवार रिंगणात उतरले, एकदोन भाषणं केली आणि निवडणुकीचा प्रचार संपला.
मात्र यादरम्यान देशात एक घटना घडली होती.
उत्तर प्रदेशात लखनौ शहरात भाजपच्या राज्यपातळीवरच्या नेत्याच्या वाढदिवसांच्या कार्यक्रमात एक दुःखद घटना घडली होती. वाढदिवसानिमित्त तिथं महिलांना फुकट साड्या दिल्या जात होत्या. त्यावेळी महिला मोठ्या संख्येने आल्याने साड्या मिळवण्याच्या प्रयत्नात चेंगराचेंगरी झाली होती.
आयोजकांना गर्दी आवरणे मुश्किल झालं आणि चेंगराचेंगरीत बावीस महिलांचा मृत्यु झाला होता !
दुसऱ्या दिवशी देशभरातल्या वृत्तपत्रांत साडी मिळवण्याच्या प्रयत्नात चेंगराचेंगरीत बावीस गरीब महिलांचा मृत्यु ही बातमी ठळकपणे प्रसिद्ध झाली.
या घटनेवर पडदा ओढण्याचा, सावरासावर करण्याचा प्रयत्न केंद्रातील सत्ताधारी भाजपने केला.
मात्र हेच का ते `फिल गुड वातावरण' ? हाच तो `शायनिंग इंडिया' असा प्रश्न चेंगराचेंगरीत त्या गरीब बायांचा झालेल्या मृत्यूनं निर्माण केला होता.
त्या २००४च्या निवडणुकीत आश्चर्यकारकरित्या सोनिया गांधींच्या नेतृत्वाखालील काँग्रेस पक्षानं सत्ताधारी भाजपपेक्षा लोकसभेच्या अधिक जागा मिळवल्या आणि सर्वांनाच - काँग्रेस पक्षालासुद्धा - धक्का बसला. डॉ मनमोहन सिंग पंतप्रधान बनले. पुढच्या २००९च्या निवडणुकीत काँग्रेस पक्षांने तर २००४ पेक्षा अधिक जागा जिंकल्या.
देशातील `फिल गुड' वातावरण आणि `शायनिंग इंडिया'चा फुगा लखनौत चेंगराचेंगरीत बाविस महिलांचा झालेल्या मृत्यूच्या दुर्घटनेनं फोडला होता.
अलीकडेच गुजरातमध्ये मोरबी येथे जुन्या पुलाची डागडुजी करुन उद्घाटन झाल्याझाल्या तो पूल कोसळून १३५ लोकांचा मृत्यु झाला आहे.
या घटनेनं संपूर्ण भारतात आणि गुजरातमध्येसुद्धा उभं केलेलं विकासाचं `गुजरात मॉडेल' पार कोसळलं आहे.
सत्ताधारी भाजपच्या दुदैवानं गुजरातच्या निवडणुकीच्या अगदी तोंडावर ही दुर्घटना घडली आहे. डॅमेज कंट्रोलसाठी पक्षाच्या रथी, अतिरथी, महारथींना पुढे सरसावणे भाग पडले आहे.
मात्र प्रसारमाध्यमांनी या प्रकरणावर खूपच सारवासारवी केल्याचं, पांघरूण घालण्याचा प्रयत्न केल्याचं स्पष्ट दिसतं. विशेष म्हणजे आज राष्ट्रीय पत्रकार दिन आहे असं वाचलं.
`नवा पूल कोसळून १२० लोक ठार' असा एका इंग्रजी दैनिकानं त्यादिवशी बातमीचा मथळा केला होता तर आघाडीच्या एका मराठी दैनिकानं परिच्छेदाच्या पाचव्यासहाव्या वाक्यात 'हा पूल पाच दिवसापुर्वी खुला करण्यात आला होता असं म्हटलं होतं !
`भारत जोडो' यात्रेप्रमाणेच प्रसारमाध्यमांनी या मोरबी घटनेकडे दुर्लक्ष करण्याचं ठरवलं असलं तरी गुजरात उच्च न्यायालयानं या घटनेची `सु मोटु' (Su Mottu) दखल घेतली आहे.
खूप खूप काळानंतर देशातील न्यायालयानं एखाद्या मोठ्या धटनेची अशी `सु मोटु' म्हणजे स्वतःहून दखल घेतली आहे हा एक मोठा सुखद धक्का आहे हे निश्चित.
मुंबईच्या गोव्यातल्या पणजी आणि नंतर औरंगाबाद इथल्या खंडपीठात मी क्राईम आणि कोर्ट रिपोर्टर म्हणून काम केले आहे, त्याकाळात न्यायालय अशा अनेक छोट्यामोठ्या घटनांची `सु मोटु', स्वतःहून दाखल घेत असत.
एखाद्या निनावी पत्राच्या आधारे, वृत्तपत्रांत आलेल्या छोट्यामोठ्या बातमीच्या आधारे न्यायाधीश सु मोटु, (Su Mottu) स्वतःहून दाखल घेत आपल्या न्यायालयात सुनावणी सुरु करत असत.
Su Mottu case म्हणजे एक मोठी बातमी, आम्ही बातमीदार मंडळी अशा प्रकरणांची लगेच दाखल घ्यायचो.
अशा घटनांचे वकीलपत्र घेण्यासाठी अमिकस क्युरी (Amicus Curiae – friend of the court) म्हणून एखाद्या वकिलाची नेमणूक करत असत. देशाचे मुख्य न्यायाधीश पी एन भगवती यांनी पब्लिक इंटरेस्ट लिटिगेशन सुरु करण्याच्या खूप आधी सु मोटु हा प्रकार जनताभुमिख मनाला जायचा.
मोरबी दुर्घटनेचा गुजरात निवडणुकीच्या निकालावर किंवा इतर आगामी निवडणुकांवर परिणाम होईल कि नाही हे आता सांगणं अर्थातच अवघड आहे.

The Patels from Gujarat are the latest community in the country to come on the streets to seek reservations for them. The massive agitation in the stronghold of the BJP has naturally unnerved the party, forcing Prime Minister Narendra Modi to make a fervent appeal to the community to maintain calm. The apex court in the country has already put restrictions on the percentage of quota that can be reserved for various castes and other communities. But that has not prevented politicians from playing to the gallery during the poll campaigns to assure quota to various communities. This has emboldened more and more communities in different parts of the country to seek reservations.
In Maharashtra, some leaders of the Maratha community had been demanding quota for their community. Knowing the legal positions, the Congress-NCP government during its 15-year-old consecutive rule in the state had ignored the demand. But the Prithviraj Chavan led government had announced quota for the Marathas and also for the Muslims just a few months before going to the assembly polls. As was expected, now the courts have struck down reservation for the Maratha caste while the BJP-Shiv Sena government has different views on the reservations for the minority Muslim community. As a part of the Lok sabha and Assembly polls campaign, the BJP had also assured reservations to the Dhangar community in Maharashtra. After coming to power both at the Centre and in the state, the party has not made any concrete moves in this regard.
The issue of quota has been controversial since the makers of the Constitution made provisions for the same in 1950s. The Sikhs, although not Hindus, were later included in the scheduled caste category to accommodate the dalits in this religious community. A few decades later even the dalits who had embraced Buddhism following in the footsteps of Dr Babasaheb Ambedkar were included in the Scheduled Caste category by the government led by V P Singh. Since then many states have passed legislations to provide the benefits of the reservation facility to the communities having significant vote banks. The issue of religion-based reservations, that is reservations for dalit Christians or the backward Muslims has also always remained controversial.
As long as the quota facility is available to some communities, the other communities will be tempted to seek similar benefits for themselves too, irrespective of their social, economic or political status. The politicians too will continue to make tall promises to their vote banks to capture or to retain power. At the same time, due to political reasons, there is no possibility of scrapping the prevalent quota system although these reservations were meant to be only for some specific period. It is a piquant situation the country has landed in and there does not seem to be any solution to the issue.

I was aghast over a decade ago when Francisco Sardinha of the Congress deserted his party's ministry to form his own government, supported by the BJP. That was the first time a BJP-propped up government had come to the power in the coastal state. Sardinha, a Catholic seeking the BJP's support to fulfil his ambition to become the chief minister, left many people like me completely shocked. I could not understand how Catholic politicians could support BJP --  a party seeking its inspirations from the Rashtriya Swayamsevak Sangh whose anti-minorities policies were not secret. Although I no longer lived in Goa, I presumed that the Goan Catholic voters would not support any politician forming an alliance with the BJP. It was akin to Muslims supporting Narendra Modi in Gujarat.
But this week, Goa electorate gave a clear mandate to a BJP government led by Manohar Parrikar. The victory for the BJP was possible -- especially in Salcette and other parts of south Goa -- only because the Catholics there had preferred the saffron party while rejecting the Congress and the NCP.
Parrikar has indeed successfully played the card of social engineering to bring his party to power. His party nominated many Christians and supported some independent Christians, many of whom have been elected. This is the third time Parrikar will take over as Goa chief minister but this is the for the first time that he has won over both the major communities in the state -- Hindus and Christians. Of course, the BJP state leadership’s conversion was clearly due to its realisation that it was not possible for the party to come to power without the backing of the Christian community, which forms nearly 30 per cent population in the state.
The Goa BJP unit has indeed been a "party with difference," far different from its parent body at the national level. In Gujarat too, Chief Minister Narendra Modi has been working overtime to woo the minorities although he continues to be anathema for his own party during poll campaigns in other states. Muslims in Gujarat seem to have left behind Modi's anti-Muslim image. In Uttar Pradesh five years back, Mayawati had discarded her upper caste bashing and nominated many Brahmins and other upper caste candidates for the state polls, helping her to win a landslide victory.
The Goa model should serve as an eye-opener not only for the BJP but all political parties not to project themselves as messiahs of a single caste or community. That would hopefully usher in the real era of secularism in the country.

How long will Christians support Congress inspite of their sins of corruption and lethargy? Let us hope that with this term in the hands of BJP the Chrsitian politician will learn a lesson. Goa politics portrays Christianity as not any different from other religions.

Yes, magic in Goa Politics. No doubt about it. Mr. Parrikar has played his cards intelligently and skillfully. Full marks to him and his party. Please do not forget the track record of Goa, how often the elected members switch over and betray. Very few members in the assembly, so let's wait and watch. Hopefully, Parrikar and BJP will remain longer and complete their term. Let's keep our fingers crossed.
